First Phase Strategies is an Indianapolis-based consultancy focused on Uniform Relocation Act-compliant (URA) relocations for the multi-family industry. Founded to bridge the gap between residents and development teams, the staff is focused on the complex needs of residents during the construction process.
First Phase Strategies understands the intricacies of mixed-finance real estate transactions. They work with developers, property management, and construction, and can effectively communicate with everyone on the team. Bringing adaptability, creative problem-solving, and sharp logistical thinking, they never forget their role as advocates for residents. First Phase Strategies employs a team of project managers trained not just in the Uniform Relocation Act, but also in Fair Housing and the best practices of customer service.
To date, the team has been entrusted to relocate thousands of units across the United States and is expanding based on repeat business from happy clients and word-of-mouth referrals. Their experience and tested methodology result in relocations that are compliant, cost-effective, and compassionate.

When she is not working with clients, she enjoys cooking, running, and planning her next trip.

Stefan has built a career in management and exceptional customer service. His experience in both B2B and B2C sales have made him an effective communicator to all audiences. He is also an expert in managing the complexities of relocation projects. When he is not showing off his logistical genius, he can be found in the gym, making art, and sharing fun facts.

Jessica has a diverse background in the multi-family housing industry, both in market-rate and affordable housing. Her experience managing tenant needs and business interests have provided her with a skill set to tackle the unique challenges of relocation. When Jessica isn’t engaged with tenants and clients, she enjoys spending time with her pets, gardening, and taking hikes in many of Indy’s public parks.

Shontina has a technical degree and built a 20-year career in executive management for a telecommunications giant in network operations and contract management. Her experience in corporate makes her an exceptional project manager and her love of people makes her an excellent relocation specialist. I her spare time she enjoys exercise, meditation, gardening, and spending time with loved ones.
